Yes, you may start cloth diapering your Newborn. We however, recommend you to start once the meconium stage is over.

How long should I use the Newborn Diaper?
One diaper can be used for a minimum of 3 to 4 hours with one insert. You can change the insert every 2 to 2.5 hrs since the skin of a Newborn is sensitive. (Inserts are absorption pads which are designed to be stuffed into ATT diapers. They are usually rectangular, and are made of absorbent material)

No, using cloth diapers will not delay any milestones for the baby. If Cloth Diapers are used regularly, the babies can be easily potty trained.
